Biography for Judge Michael F. Higgins
Judge Higgins has served as one of the two Municipal Court Judges for Licking County since 1991. He was first elected in 1991 and has been twice re-elected. He has been a resident of Licking County since 1971. Judge Higgins was awarded a Bachelor's Degree from Edinboro State College in 1970 and a Juris Doctor Degree from Capital University in 1977.
Prior to becoming a judge he was a prosecutor in the Licking County Municipal Court from 1978 to 1991 and was also engaged in the private practice of law. He served as Buckeye Lake's first Law Director until 1991. Additionally, he was the Small Claims Magistrate for the Licking County Municipal Court.
Judge Higgins was admitted to practice before all Ohio courts in 1977. He was admitted to practice before the United States District Court for the Southern District of Ohio and the United States Court of Appeals for the Sixth Circuit in 1980. In 1986 he was admitted to practice before the Supreme Court of the United States of America.
Judge Higgins is a member of the Ohio State and Licking County Bar Associations and a member of the Ohio Judicial Conference. I currently serve on the board of Licking/Knox Goodwill Industries,Inc. A former board member of the United Way of Licking County, Ohio. A member of the Ohio Municipal and County Court Judges Association. He has past served as a board member of the Newark Public Library and the Licking County Board of Mental Retardation and Developmental Disabilities.
He and his wife Michele reside in Licking Township and have two children and two grandchildren.
